It seems there is no SqlCeConnectionStringBuilder class. Does anyone know
why?

Perhaps because the connectionstring is so simple? Remember the watchword
with SQLCe is "lightweight"--it supports the bare essentials.

Probably because WinCE has no DbConnectionStringBuilder upon which to base
it.  Probably just an oversight on the desktop version of the provider.
