Upgrade tool

Hello,

Is it possible to upgrade an old database (version 2.0) with a
function/API (in C langage for example) or the command-line tool
"upgrade.exe" is the only way to do this ? It seems Compact/Repair
function can upgrade from 3.0 version, but not 2.0 ...
