Connection to a remote database

Can I connect to a remote SQL Compact database on an device when I know the
directory where the database is on the device and its IP address?
For example from management studio or a desktop application  that I write my
self.

If yes how should the connection string be?

You would have to build your own server on the device, or use a 3rd part
tool like this: http://www.primeworks-mobile.com/Products/DesktopSqlCe.html
