Service Pack 4 resetting cluster resource settings (affect group)

Has anyone seen that if you install SP4 on a SQL 2000 cluster that it will
change the failover setting to affect the group regardless of its previous
state? It doesn't do it for Full Text the first time you apply the SP but it
will if you reapply the SP. It also sets the setting for "non-SQL" resources
in your group like file shares. It seems to assume everyone wants "affect
the group" as a default.

I think that is a side effect of the SP install procedure. The procedure
needs to have the cluster groups work a certain way or the install may
break. I know it dislikes extra resource dependencies for the SQL Server
service.

It is a bit annoying as we want to set full text engine and sql agent to not
to affect the cluster resource group in case they fail as monitoring would
pick that up. We've done some more tests and it appears to change right at
the end after the "this may takes minutes" message when "create virtual
machine resources" gets displayed. I think they enummerate the resources in
the group and set everything back to affect the group.
