SQL Server + iSCSI

I am confused! I can build a cluster SQL without the use of an iSCSI?  Or
be, barely with a SAN + FC?
In which situation would need to use iSCSI in an environment of cluster SQL?

You can use iSCSI or Fiber connected SANs.

Why go one way over another? Performance is a consideration, ease of install
and maintenance is another.

Maybe.

If you have an iSCSI implementation with multiple paths and multipathing
software, you might get better performance from it.
