Dear Professional,

I would really appreciate if anyone of you can guide me, I have 20 GB of
database and I want to apply merge replication,

What would be the best approach?

Shoud I take a backup and restore into subscriber box first and after that I
will create Merge Replication? so that it won't eat network tranfic initially
becauase 20 GB of database needs to be moved into subscriber server?

Or should I keep the 20 GB database on Publisher Server and create merge
replication it will automatically move all the objects into Subscriber but
the only worry is 20 GB, it will eat alot of network traffic,

Please advice

Yes, the backup with no-sync is probably the best option for you.

If you use merge replication with a push subscription it will likely take
quite some time depending on your network bandwidth.
