Studio Express - Work with RS 2000?

Is there a "lite" version of Visual Studio 2005 or 2003 that works with
Reporting Services for SQL Server 2000?

The report designer for RS 2000 needs any version of Visual Studio 2003 (it
cannot be 2005, that would not work). The cheapest is VB.Net ($100) but any
product that has VS 2003 will work.
