RepeatWith not working

Hi,

I have a report that I imported from Access.  There structure is something
like this:

GL Account Name
   Employe Name
       Entry 1  -  200
       Entry 2  -  300
   Emp Total = 500
GL Total = 500

The GL Account Name header must be visisble at the top of every page.  The
same goes for the Employee Name header.

GL Account Name is a rectangle and is in GroupLevel0
Employee Name is a rectangle and is in GroupLevel1
Entries are in a list named Detail which is in GroupLevel1
Emp Total is a rectangle and is in GroupLevel1
GL Total is a rectangle and is in GroupLevel0

GL Account Name is set to RepeatWith GroupLevel1
Employee Name is set to RepeatWiith Detail

Have I done something stupid here.  This SOOOOO easy and reliable in Access.
Is this a bug or I have I missed something?

Oh yes, GroupLevel1 is a list within list GroupLevel0.

OK, these is only a problem with BIDS.  When I deploy it to the web server
the Report headers repeat as desired.
