How to default report language

For SSRS 2005 how can you set the default language for reports so that
it is used for new reports?

Modify the report template located here:
C:\Program Files\Microsoft Visual Studio
8\Common7\IDE\PrivateAssemblies\ProjectItems\ReportProject\Report.rdl

It is defaulting to English (United States) but I want it to be
English (United Kingdom). There is no options for US format in the
file, therefore what do I need to add to this file?

You're right, I couldn't get around the report assemblies filling in the
language for me (RS 2005).  I tried adding the language and setting the
initial language to false.  I then tried to change my regional settings and
relaunch Visual Studio, but my report still defaulted to en-us.  I didn't
reboot.  I guess you could change it after the fact with xsl, but that's not
very clean.  Are there a lot of reports that need to be modified at once, or
just that it's one more thing to remember when creating a new report.  I
wonder if RS 2008 has the ability to set the report template default
language.  I tried in RS 2008, same behavior as RS 2005 on this issue.  The
contents of the report template has changed.

9.0\Common7\IDE\PrivateAssemblies\ProjectItems\ReportProject\Report.rdl
