Route without service name

In BOL under "Service Broker Routing" there is rule#5 under "Finding Matching Routes"
5. Find a route that does not specify either the service name or the service broker identifier.

I am trying to create route without service name and with just broker_instance specified as in example below:
CREATE ROUTE [ServiceName] WITH BROKER_INSTANCE  = <broker_instance_identifier>',  ADDRESS  = N'TCP://ServerName:4022'

I am getting error:
Cannot specify BROKER_INSTANCE without SERVICE_NAME in route "TEST_myspace4".

Any idea,

If you specify a broker instance then the service name is required.

So, BOL is just "erroring" about rule #5 or it is expected feature in next
release?

I think is a typo. It should read "5. Find a route that does not specify
either the service name nor the service broker identifier."
The MSDN/BOL have feedback options to notify the author of the content about
mistakes, if you use that it will get looked at.
