Service Broker - queue

I am trying to use Service Broker to notify numerous users about an
event.
I drop messages about some events on a main queue. After reading a
message from that queue, I want to distribute it to those users who
subscribe to that particular message.
I can achieve it by creating a queue for each of my users and
distribute the message based on the subscription (conversation). I was
wondering:
1. whether there is a solution where I don't have to create a queue
for each of 400 users in my system.
2. how many active queues may I have in my database? Is there any
limit on the number of queue?

If the notification process is via e-mail, then you don't need any queues
for the users.  Just pull the message off of the queue and send the e-mail
via DB Mail.
