sp_configure 'user instances enabled'

I am not sure whether this should be posted on VB.net group or here but here
goes. I am creating a VB2005.net project using Express Edition SQL Server
database. When I try to make the connection to the db I get an error telling
me the user instance needs enabled. I have found the following command to use
but have not been able to find out where I go to input the command or enable
it: sp_configure 'user instances enabled'

Can someone point me in the right direction? Thank you.

I think the User Instances one has what you need but it is worth looking
over each if you are venturing into Express territory.
