Is MSDE the same version as Personal Edition?

are those versions exactly the same? If NOT, whats the difference?

No, they are not the same. See "Editions of SQL Server 2000" and "Features
Supported by the Editions of SQL Server 2000" in BOL.

BOL is Books Online, the help documentation that comes with SQL Server.
If you don't have it already then get it here:
