"The SQL Server service failed to start" and KB 920114

Hi, can someone shed some more light on the issue described in this Microsoft
KB article:

Error message when you try to install SQL Server Express or SQL Server
Express Edition or SQL Server Express Edition with Advanced Services: "The
SQL Server service failed to start"

Why does it occur on only some windows installations?

Is there, or will there be a pemanent fix to this problem without need for
workaround?

You can create a service account instead of using the NETWORK SERVICE and
use that account for all SQL Server services

Thanks for your reply.

I am avare of the various workarounds for this problem, but i don't
understand why it happens only on some instalations of Windows and not all. I
mean; - What is the actual bug, and when is it going to be fixed from
Microsoft?

Any ideas?
