What license of SQL server do I need to have to run an SSIS package on a
production server? Will SQLExpress 2005 of SQLExpress 2008 work?

SQL Express 2005 does not support SSIS. Not sure about 2008 Express but I bet
it's the same.

You will need to get Standard Edition as a minimum to run it in production.

SQL server 2008 Express has an advanced edition that has business intelligence.
I donwloaded it and it blow up on the first try.
