I have a budget for a  1 SQL Server related conference this year and I've
never attended one. Could someone educate me on the who, when and where. I've
heard of SQL mags "Connections" but I dont know anything about it other than
name.

Personally I find PASS better value for the money.  But you should compare
and do your own research to decide which one to go to; I have no idea what
your criteria are...

In addition to what Aaron said, TechEd is looking pretty strong this year.
PASS is going to be hard to beat with it being so close to Redmond right
after the SQL 2008 RTM. However if location is a factor, Seattle in November
leaves a little to be desired. SQL Connections is in Orlando in April and
Las Vegas in November. TechEd is in Orlando in June.
