SQL server service and agent did not start when OS start, when I went to SQL
server configration manager ,try to start MSSQLSERVER and agent , it can not
start either,  by this way I can not log into Sql Server.

How to solve this problem?

Thanks.

Is the service running by a domain account. If so, have you recently changed
that account's password or has it expired?

Go into SQL errorlog or Windows application eventlog to check what kind of
error messages are left there. Usually, they can shed light as to why SQL
Server did start. Also check Windows system eventlog for error.
