You ought to consider upgrading. If you can upgrade to SQL Server 2008 then
you could take advantage of Transparent Data Encryption, which does exactly
what the client is looking for - it encrypts the data on the disk and in
backup.
We definitely are. Our upgrade to SQL 2005 is scheduled for August of this
year, but we need something before then. There is no option to go to SQL
2008 any time soon, we have way to many Apps and not enough resources to
move it right now.

The good news is that upgrading to 2005 is a far bigger job than upgrading
to 2008. If you migrate your app to 2005 then you are probably 99% of the
way to having something that works on 2008 as well. Transparent Encryption
is literally what it says. No application changes needed.

That will be a relief, it sure would be nice to have a seamless upgrade
after from 2005 to 2008! Our upgrade to 2005 is turning into a monster, but
we'll get there!

SQL 2005 also has encryption ability although not as comprehensive as SQL
2008
