TCP/IP problem Named Pipes OK

We have a problem connecting to a server over a WAN and after some
experimenting found that Named Pipes would connect ok whereas TCP/IP fails
I am using cliconfg to set this on the workstation..  The error reported is
a network error.  SQL is 2000 version

Yes it was a firewall issue-our network guy had been 'improving'
performance!

This may be too obvious, but is the server listening on TCP/IP?
