Has SQL 2008 been officially released? i.e. can we purchase the software?

No, that is a release candidate (a.k.a. beta).

It was announced at the Microsoft's Worldwide Partner conference in
Houston that SQL Server 2008 will be on the August price list, which
means you can place an order then.
