The SMTP delivery protocol that comes with Notification Services does
not allow you to send an email with an attachment.
I've looked into it and it seems that I'll need to write my own custom
delivery protocol to provide this functionality.

Is there any doc that i can follow step by step and be able to use
Notification Services ? What components do I need ? I have SQL 2000. I dont
know how to program.. But definitely want to basically get an idea ( the big
